AoM recycled many monsters and items, such as the glock (CoF has the glock but it's different from the HL1 one), knife (crowbar), Twitchers (edited versions of the Headcrab Zombies) and the Handcrab (headcrab). However, Cry of Fear has a different thing which AoM hasn't, that is that they made CoF from scratch, with only the game's engine. Both of them are Half Life 1 modifications. Now, Cry of Fear initially started with Afraid of Monsters, which was out in 2005 and was accepted by the community. Not to mention, the maps are randomly generated unless you select a custom map. I like SCP: Containment Breach because the story is based in a surrealistic facility which you have to escape from because there are sentients trying to hunt you down (not every sentient is able to kill you). In my opinion, mine should be SCP: Containment Breach by Undertow Games or Cry of Fear by Team Psykskallar, even though I think CoF is better than SCP:CB.
